Delivering sovereign capability through Australian industry partnerships

Navantia Australia has been delivering sovereign naval design and engineering capability since 2012, investing in the growth of its capacity through the development of its Australian workers. Directly employing over 300 naval architects and engineers, Navantia Australia is continuing to build sovereign capability for Australian industry through the establishment of its Technology Partner Network in support of the next phase of Plan Galileo implementation.

Focused on building sovereign capabilities for Australia’s naval shipbuilding and sustainment enterprise, Navantia Australia’s Technology Partner Network (TPN) will create opportunities for real work for Australian Small and Medium Enterprises (SME) by enhancing their capability to support naval programs. The TPN provides the Commonwealth with a coordinated engineering capacity, and ensure Australian SMEs can continue to build capability, knowledge and expertise in ongoing defence programs.

In October 2023 Navantia Australia’s inaugural Technology Network Partners met to participate in a workshop to discuss the framework of the Network and the sustainable opportunities for the companies to collaborate in delivering engineering design activities. The initial TPN cohort includes 14 companies – Australian Maritime Technologies, Atlantic & Peninsula, Beca, BMT, The Design Technology Co, ESI-ALPHATEC, Ghenova Group, HI Fraser, L3Harris, MARENAV, Rubicon Associates, SAGE Group, Taylor Bros, and Thales Above Water Systems.

Chief Operations Officer, Jamie Gibbs, said “Navantia Australia is excited to launch the TPN as a vehicle to promote the development of sovereign defence maritime engineering and design capability. The TPN is being established to provide the Royal Australian Navy with the engineering services capability and capacity that it needs now and into the future. The TPN will underpin growth and investment in sovereign capability, and increase the capacity for engineering service provision whilst controlling Technical Integrity and Baseline Management of the vessels.

Scott Willey, Managing Director, Atlantic & Peninsula Australia (A&P), said “The Technical Partner Network (TPN) will strengthen the design support capabilities offered to the Royal Australian Navy by Navantia through their Design Support Contract.

Atlantic & Peninsula Australia (A&P) have a long track record providing effective design and integration outcomes to Navy for HMAS Choules including the recently completed SEA3030-2 Capability Assurance Project. A&P will bring our experience, technical capabilities and our own local design network as part of the TPN in further support of Navantia and the Royal Australian Navy.”

Australian Maritime Technologies (AMT) Managing Director, Rob Dunbar, said “We are very pleased to be included within Navantia Australia’s designer network. We have been working on Navantia’s platforms for many years, commencing work on Landing Helicopter Docks on behalf of the Commonwealth in 2007 and in recent years working directly in support of Navantia Australia. We congratulate Navantia Australia on its many successful Australian programs and on this TPN initiative, where AMT’s team of naval ship designers and engineers look forward to building its collaborative relationship with Navantia Australia into its range of Royal Australian Navy Platforms.”

Mick Richardson, General Manager Defence and National Security from Beca, commented that “Beca is pleased to partner with Navantia Australia to deliver maritime design and engineering services, as part of their Designer Support Contractor Technology Partner network, to help sustain Australia’s critical Naval capability. The Design Technology Co, Managing Director, Jonathan Bannister, said “DTCo. is excited to further expand its presence in the maritime space by supporting Navantia Australia to leverage design technologies in the delivery of their projects.”

Francisco Cuervas Garcia, Chief Executive Officer of Ghenova Group said “We are proud to be part of this TPN and continue supporting the Australian Maritime and Defence industry. Since 2019, Ghenova has been firmly committed to Australian industry, promoting local talent and developing agreements with Australian universities such as RMIT and the University of South Australia. Our Australian team is part of more than 1,000 professionals worldwide.”


Jodie Draper, HI Fraser Group Managing Director, remarked “As a wholly Australian owned SME with over 65 years of providing specialist engineering and maintenance services to Navy, HI Fraser is proud to partner with Navantia Australia and other TPN organisations to further our sovereign capabilities and strengthen our defence programs.”

L3Harris Australia Vice President and Country Executive, Alan Clements, said “As a preferred mission solutions partner for the ADF across all domains, and a leading supplier of systems and sensors in the maritime domain, we’re excited to be included in the Navantia Technical Partner Network (TPN). This allows our Australian-based team to continue supporting the critical integrated electronic mission systems on RAN vessels and provide the opportunity to team with other Australian businesses for introduction of new sensor and system capabilities,” said Alan Clements, Vice President and Australia Country Executive for L3Harris Australia. “The mature and collaborative strategic relationship that TPN presents industry will allow L3Harris to grow its partnerships and sovereign capability to support the Australia’s naval shipbuilding and sustainment programs.”

MARENAV Director Operations, Adam Smith, remarked “MARENAV is Australian Owned Original Equipment Manufacturer of Navy HVAC, Radar and Propulsion Cooling systems. We are excited to partner with Navantia Australia to continuously improve HVAC systems on board Ran vessels working towards higher reliability, efficiency, cross platform compatibility and increased levels of damage control and survivability to support the Royal Australian Navy.”

Rubicon Associates General Manager, Samantha Tait, said “Shaping capability and sharing success is paramount to Rubicon Associates. We are honoured to be part of Navantia’s Technical Partner Network and look forward to working collaboratively to support the Navy’s platforms.”

Adam Kiryk, Head of Defence for SAGE Group, stated “As Australia’s leading sovereign supplier of systems engineering, digital transformation, training and through-life support services, SAGE Group is proud to be part of Navantia’s Technology Partner Network (TPN). We have a long association with Navantia and the TPN eco-system is a wonderful collaboration which supports Navantia’s naval sustainment obligations and also serves as a vehicle to help transfer technology and skills to bolster Australia’s sovereign capability in defence.”

Phillip Taylor, Director of Taylor Bros Marine remarked that Taylor Bros Marine started working on Navantia newbuilds in 2011 with the Canberra class Landing Helicopter Docks in BAE Systems Williamstown yard and continued onto turnkey outfitting of the Hobart class Guided Missile Destroyers, and partial outfitting of the Supply class Auxiliary Oiler Replenishment ships in Ferrol, Spain. “This journey has been the cornerstone of growth of our fourth-generation family company, and we look forward to many more years supporting the Royal Australian Navy through Navantia Australia’s TPN,” said Mr Taylor.

Navantia Australia will look to continue to expand the Technology Partner Network to suitably qualified companies over time.
