MEDIA RELEASE
As part of the CASG 2.0 strategy, CASG is reforming key elements of Defence’s procurement framework to set the foundations to best support the increased risk appetite, to be agile, and make smart decisions to enable speed to capability by:
a. reducing unnecessary burden to industry – in both time and cost;
b. reducing the effort and time for Defence to evaluate and make procurement decisions;
c. setting the parameters to take more risk; and
d. making it clear and easy to comply with the Commonwealth Procurement Rules.
The first tranche of reductions to the tender data requirements (TDRs) to the Australian Standard for Defence Contracting (ASDEFCON) suite under the CASG 2.0 Procurement reform initiatives has now been released.
The ASDEFCON (Strategic Materiel) and ASDEFCON (Support) templates have been updated to incorporate changes focused on the CASG 2.0 Procurement Reform Initiative 1: TDR Reduction, with an aim at reducing, consolidating and simplifying the templates as follows:
a. Extensive changes made to reduce the size of TDRs including the volume of information requested by Defence;
b. Simplified drafting across all of the TDRs;
c. TDRs which contained ‘like-themes’ have been consolidated to remove duplication; and
d. Reduction of commercial TDRs by relying more on the statement of non-compliance and moving other information requirements from tender and into the negotiation phase.
In addition to the reduction in TDRs, the new versions of ASDEFCON (Strategic Materiel) V5.2 and ASDEFCON (Support) V5.1 incorporate the following additional changes:
a. Updates to clauses made to facilitate the transfer from legacy Defence information systems to the Defence Enterprise Resource Planning (ERP) System; and
b. Some minor updates, including for Defence web-links (following migration of Defence web pages), and changes in Defence policies and commercial standards.
